• Virginia state will be introducing a state-run health insurance exchange, called Virginia Health Benefit Exchange (HBE), overseen by the Virginia Bureau of Insurance and State Corporation Commission
  • It is scheduled to take place in the fall of 2023 and the exchange will be operational for 2024 coverage

Agent Training Exam:

  • Agents must complete training and pass the VIM exam by October 10th to sell on Virginia’s marketplace starting November 1, 2023. However, agents can certify anytime throughout the year
  • FFE-certified agents (at the time of account migration) will be eligible to complete a shorter training program for the plan year 2024, along with Virginia-specific modules
  • Agents new to the Exchange or who are not currently FFE-certified at the time of account migration will be required to take the full VIM training program for the plan year 2024
  • There is no limit on the number of attempts allowed

Learning Management System:

  • The training required for the Agent Training Exam will be free, through the Virginia Health Benefit Exchange’s Agent Learning Management System (LMS) called the Meridian Learning Management System
  • Agents can create or claim their LMS account in the VIM LMS after 28th July
  • Training modules will be provided via PDFs. Agents can log in to their accounts 24/7 and can complete training at their own pace
  • Training will be open in August

Additional Training Resources:

  • While the live version is available, the video tutorials will be released on the Virginia State Exchange Website by September to provide additional training resources

Agent Certification:

  • To attain certification, agents must achieve a passing score of 80 or above on the VIM Exam
  • Upon training completion, agents must fill out a Virginia Health Benefit Exchange Agent Agreement
  • This certification will remain active through October 31, 2024

Agent/Broker Portal Account Creation:

  • The Agent/Broker portal account on the VIM Platform is expected to be live in October
